Jerry Kokle
President
Jerry Kolke has been serving on the board since 2014 holding various positions before becoming our current President. Active throughout Clark County, Jerry serves as a Clark County Fire Commissioner and as he is an Executive Board Member of the Clark County Fair Association. Jerry also serves on the Public Facilities District Committee for the County, planning and developing venues promoting tourism. Jerry is a strong advocate of community involvement and longtime supporter of agriculture honoring the rural farming heritage of the area. Jerry lives in rural Battle Ground with his wife, Lisa. He has two adult sons, five grandchildren and two great-grandchildren. Jerry’s deep community ties are extremely valuable to the North County Community Food Bank. John Idsinga began volunteering at North County Community Food Bank in the summer of 1992. Every morning as a driver, he picked up donations from Sunrise Bagels and brought them back to the food bank for 4 years. In 1996, John joined the board, where among his daily tasks he has chaired the annual Christmas Basket Food Drive and the Scare Away Hunger Dinner and Auction. He was board president for six years and he still volunteers. John’s service with the NCCFB was honored in 1997 with the Battle Ground Citizen of the Year Award, and in 2004 with the Chamber of Commerce Lifetime Achievement Award. He served Battle Ground as Mayor for three terms, as a Councilman, and as both member and chair of the Battle Ground School Board. John’s commitment to community shows in this rich history, and we are proud and thankful for his service.

Colleen Mulligan

Colleen Mulligan has served the North County Community Foundation Board for two years. As a resident of North Clark County, Colleen strives to support her community through her involvement with the Food Bank. Growing up in a family that struggled, she personally understands the importance of food security and how deeply hunger affects kids and families. Colleen’s focus on family and youth education, nutrition, healthy cooking, job searching, budgeting, and life skills supports North County Community Food Bank’s mission to provide far beyond emergency food services alone. She looks forward to her role helping North County Community Food Bank expand education programs through Celebrity Chefs & Kids in the Kitchen, as well as other services supporting families’ success and confidence.
Suzanne Holmberg worked in hotel operations and strategic planning for independent and branded hotels in Europe and the United States for over 25 years before adding consulting and non-profit experience to her resume.
She first joined Vesta Hospitality in 1999 and left in 2011 to pursue her passion and desire to guide small and mid-sized companies in developing future leaders and cultivate strategies for future growth and talent acquisition. She rejoined the team of Vesta Hospitality in 2014 as director of human resources and later director of creative strategies and talent development. Her years of experience in the industry and degree in administration and human resources are helpful tools in streamlining processes, developing procedures, and mentoring hotel professionals.
Holmberg enjoyed a European education in the hospitality industry, including a three year apprenticeship. She holds a bachelor’s degree in hotel administration and management from Bavaria College in Germany and the professional in human resources certification.
Holmberg is also actively involved in the local community, volunteers with numerous non-profit organizations, is a graduate of Leadership Clark County, and a charter member of the Rotary Club of Three Creeks Vancouver, Washington.

Chief John Nohr
Board Member
Fire Chief John Nohr has been a firefighter for 33 years, and has been the Chief at Clark County Fire & Rescue since 2016. Prior to coming to CCFR, Chief Nohr spent over 28 serving with Portland Fire & Rescue, where he spent time at nearly every level of the organization. Chief Nohr’s past assignments include Chief of Emergency Operations, Chief of Emergency Medical Services, Chief of the Fire Prevention Division, Chief of the Training & Safety Division, Deputy Chief-Shift Commander, Chief Safety Officer, and Emergency Operations Battalion Chief. In addition, Chief Nohr is a certified Paramedic, and holds a Bachelor in Fire Service Administration from Eastern Oregon University. Chief Nohr has been a resident of Clark County since 1989. When he is not spending time with friends and family, Chief Nohr enjoys exploring the back roads and trails of Oregon and Washington on his motorcycle.
Bill Baumann graduated from Western Washington University in 2012, earning a degree in Environmental Planning and Policy with an emphasis in Disaster Reduction and Emergency Planning. After graduation, he was hired as an AmeriCorps Volunteer by the City of Everett’s Office of Emergency Management. Bill completed his AmeriCorps service and began work as a Mobility Coordinator for the Human Services Council in August of 2015. Bill was born and raised in Ridgefield, WA.
As a Mobility Coordinator, Bill works to increase transportation and access to services for seniors and people with disabilities within Clark County. This includes managing the 1-Call 1-Click Trip Resource Center, connecting with community members and service providers to share transportation resources, and working to develop additional transportation programs for Clark County residents. Besides Bill’s work as a Mobility Coordinator, he is currently a member of C-TRAN’s Citizens Advisory Committee and the Clark Communities Bicycle and Pedestrian Advisory Committee. Outside of work, Bill loves to spend time backpacking in the wilderness and playing pick-up soccer.
